Mmangisa signs new 3-year contract as CEO for LL City
The Lilongwe City Council’s Chief Executive Officer Kelvin Mmangisa, has signed a three-year contract following expiry of his previous one on February 29th this year, Nyasa Times can confirm.
Mmangisa was at the mercy of government as to whether he will be given another contract following a wrath he drew from the then ruling Democratic Progressive Party (DPP) zealots who accused him of not helping the party officials by giving them bogus land in the city.
He was also faulted by the DPP top notch for telling an open session of a special Commission of Inquiry on the 20th July 2011 uprising that he had given a go ahead on peaceful march on that day and backed the media houses that were live covering on radio the anger of people in demonstration which left 19 people dead.
He has been working on a month to month contract with the Lilongwe City Council in the month of March and April before being offered the new contract which he signed last Friday.
Mmangisa was on an official trip to China when both the contract was ready for him to accept and sign and also when President Bingu wa Mutharika died in office on April 5.
Sources at the Office of President and Cabinet (OPC) confided in Nyasa Times that Mmangisa cut short his trip to China which was to discuss further developments of twinning Lilongwe City with a Chinese City.
“He arrived back in Malawi on Friday last week and went straight to meet officials at OPC and Local Government where he signed the new contract,” said the source.
The absence of Mmangisa during the death of Mutharika, swearing in of President Joyce Banda and Vice President Khumbo Kachale turned on the rumour mill which suggested that the Lilongwe City father was hunting for new job.
A Mr. Kazembe a Director at Lilongwe City Council acted on his behalf and often introduced in all the three occasions as representing the Chief Executive Officer of Lilongwe City Council.
He was unavailable to comment on his sentiments after signing the new contract and his immediate plans for the next three years as Lilongwe City boss.
Officials at the City Council said the contractual issues were personal and could only be answered by Mmangisa himself.
