APM elevates Kaphale, 4 judges to ‘Senior Counsel’ status
President Arthur Peter Mutharika – APM- has promoted Attorney General Kelekeni Kaphale, Minister of Justice Samuel Tembenu and others to the rank and honour of Senior Counsel (SC).
The title is conferred on any lawyer who has rendered exemplary service to the legal and public service for over 15 years and is of high professional integrity.
Kaphale confirmed that he has been “notified” by Solicitor General Janet Banda about the “appointment.”
He expressed delight to the conferment of SC rank.
According to Solicitor General, the President made the elevation on February 11 2016 in exercise of the powers conferred upon him by Section 89(1) (c) of the Constitution “to confer and honour the status of Senior Counsel”.
The solicitor general has also been conferred the SC status.
Others who have been appointed to the rank of SC include lawyers Mayer Chisanga, Patrice Nkhono and Allan Chinula after the applied for consideration.
The SC status has also been given to four Judges. They are Justice Anacklet Chipeta, Justice Lovemore Chikopa, Justice Dunstain Mwaungulu and Justice Frank Kapanda.
Banda said Kaphale’s appointment by the President comes “on the recommendation” of the Advisory Committee on the Appointment of Senior Counsels which is chaired by Chief Justice.
The Solicitor General informed that Ministry is in a process of arranging a formal ceremony where President Mutharika will grant Kaphale “letters patent” signifying his appointment.
Kaphale has made enormous contribution to the country’s legal system, as an academician; and that he has practiced as a lawyer for more than 20 years, heading top legal firm in the process.
